I suspect that SE tends to download each mod for each new world, which is sorta f'ed up imo, but does not do so each time you load the world so by doing it in stages it helps a lot. Then, each time I load the world I add something to the list until I have everything I want. What has helped me for this is lightening the mod load, especially skipping LCD images, sounds, and larger mod packs. It has gotten MUCH better, but the wait can still get annoying when you want to hurry up and play.
If you have a lot of mods then it can take a considerable amount of time to load depending on your system.
